NEW YORK, NY, January 29, 2012 /24-7PressRelease/ -- The New York Civil Liberties Union has filed a federal complaint against the New York City Police Department on behalf of black detectives in the NYPD's Intelligence Division, according to NY1 (1/18/2012). The race discrimination complaint alleges racial discrimination in the department's promotion practices.

According to the complaint, the Intelligence Division uses a "secretive and standardless promotions policy" that promotes white officers over African Americans, reported NY1. An alleged "secret list" keeps the black officers from climbing the ranks.

The race discrimination complaint also contends the "all-white high level supervisors" have "unfettered discretion to handpick white detectives for promotions over more qualified African American detectives," said NY1.

According to NY1, 21 detectives out of the 224 in the unit are African American and no African Americans currently hold a rank above sergeant. Out of 161 sergeants, only eight are African American.
